Ammar bin Humaid: We Seek to Build an Innovative Service System in Ajman that Responds to People’s Needs

His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, affirmed that enhancing the efficiency of public services and modernizing their methodology constitute a fundamental pillar for achieving the future vision of the Ajman Government and improving the quality of life in the emirate.

His Highness stated that developing strategic knowledge for government leaders is a direct investment in the emirate’s future, as a government capable of anticipating transformations and formulating innovative solutions is best positioned to meet society’s aspirations.

This came during His Highness the Crown Prince of Ajman’s attendance at part of the ninth session of the Strategic Knowledge Program for Senior Government Leaders in Ajman Government, which was held under the title “Conceptual Framework for Public Services in the Emirate of Ajman.”

His Highness said: “The Ajman Government believes that government service is not merely an administrative procedure, but a comprehensive societal value that affects human life and well-being. We seek to build an innovative public service system that responds to people’s needs, relies on data and knowledge, and achieves the desired social, cultural, and institutional impact.”

His Highness Sheikh Ammar bin Humaid Al Nuaimi emphasized the importance of joint work between government entities in developing public services, noting that institutional integration is the foundation for creating future services.

His Highness the Crown Prince of Ajman said: “We aspire to build an innovative government apparatus that possesses the ability to predict and anticipate challenges. The Strategic Knowledge Program represents a qualitative addition to the administrative development journey in the emirate, and we will continue to support it to become a sustainable platform for knowledge, development, and integration among government entities.”

The Strategic Knowledge Program for Senior Government Leaders in Ajman Government, organized by the General Secretariat of the Ajman Executive Council, aims to enrich the strategic knowledge of senior leaders and provide them with the latest concepts and modern government trends, through a series of periodic sessions aimed at enhancing integration between entities, supporting strategic thinking, and anticipating future transformations in government work across various fields.

The session “Conceptual Framework for Public Services in the Emirate of Ajman” presented a comprehensive overview of the conceptual framework for public services adopted by the Executive Council during the UAE Government Annual Meetings 2025, which consolidates the transformation of the government’s role from providing traditional services to creating public value through integrated services based on society’s needs and aspirations.

The session addressed the approved definition of public service as a continuous public benefit activity supervised by the government, and discussed the institutional pattern of service that defines the role of the government entity and its operational framework.

The session explained the mechanisms for classifying public services in the Emirate of Ajman from the perspective of government function and the beneficiary’s perspective, in addition to reviewing the components of public value that focus on social, institutional, and cultural dimensions, and what each dimension represents in terms of implications for service quality and its societal impact.

The session also addressed the various activities that fall within the scope of public service, whether administrative, social, health, educational, cultural, environmental services, transport and infrastructure services, or economic and innovative services, as an interconnected system that constitutes the actual impact on people’s lives within the emirate.

This review helped highlight the importance of building a comprehensive framework that ensures the consistency of public services in the Emirate of Ajman according to an integrated perspective that enhances quality of life and unifies the standards used in designing, implementing, and monitoring services.

The session raised future questions aimed at reimagining the government’s role in designing public services, transforming services from a service delivery model to a model based on participation and value creation with society, and how cities can learn from people in real-time using data as a source for understanding needs rather than using it as a monitoring tool.

The session discussed the possibility of transforming urban infrastructure into vibrant social systems that enhance belonging and people’s interaction with their surroundings. The discussions contributed to expanding thinking horizons about the future of public services and methods of developing them in line with global trends in design and innovation.

The Strategic Knowledge Program is one of the most prominent knowledge initiatives in Ajman Government, as it is a specialized program directed at senior leaders and brings together a select group of national and international experts.

The program provides an advanced leadership experience that contributes to expanding the horizons of government leaders and enhancing their strategic readiness. It also supports the exchange of expertise and building effective communication between government entities, and informs participants about the latest global trends and best practices in developing government work.
